The Nuclear Nonproliferation Division (NND) performs a wide range of scientific, technical, and programmatic activities in all facets of the nuclear enterprise from nonproliferation to research and development (R&D) pertaining to nuclear materials processing. The Learning Sciences Group within the NND at ORNL seeks applications for a Learning Sciences Specialist (LSS). This position manages and drives a variety of international and domestic projects that require experience with instructional design, analysis, assessment, graphic design, and Learning Management System (LMS) administration. The activities are primarily sponsored by the National Nuclear Security Administration (NNSA) Office of Global Material Security, but the candidate may be engaged with other sponsors or government agencies as needed.

Major Duties/Responsibilities:

The LSS leads training development teams to create innovative learning materials using a Systematic Approach to Training.

  • Collaborate with Subject Matter Experts to design and develop training materials, ensuring technical content is accurate and meet learning outcome objectives.
  • Develop solutions for learning programs and incorporate learning sciences research into activities of nonproliferation programs.
  • Incorporate program evaluation strategies and instructional design methods domestically and internationally.
  • Develop and conduct competency analyses and needs assessments that result in design solutions for sponsor programs and international partners.
  • Design, develop, and implement innovative learning solutions for delivery in a classroom, on a web-based platform or mobile device, in a blended learning environment, or for a combination of delivery platforms.
  • Ensure project objectives are monitored and met.
  • Effectively engage with all management levels within the project team and organization.
  • Ensure compliance with environment, safety, health, and quality program requirements.
  • Maintain a strong commitment to the implementation and perpetuation of values and ethics.
  • Some domestic and international travel is required.

Basic Qualifications:

  • BS/BA in instructional design or other equivalent curriculum that focuses on learning and development and two (2) years of relevant experience working in a team environment developing web-based, classroom and/or blended learning solutions. An equivalent combination of education and experience may be considered.
  • Experience leading learning teams and working with sponsor programs.
  • Experience in Microsoft Office Suite, Adobe products, HTML and graphic design.
  • Must be reliable, self-motivated, and focused on high-quality delivery of work products and possess superb organizational and time management skills.
  • Self-starter able to set priorities to accomplish goals and meet milestones independently and collaboratively in a team environment.
  • Excellent interpersonal and communication skills (written and verbal).

Preferred Qualifications:

  • Working knowledge of functionality of learning management systems (LMS) and learning management content management systems (LCMS).
  • Knowledge of learning science research and methodologies and their applications.
  • Experience authoring tools for web-based learning in an industrial or government setting (Articulate Storyline) and/or LMS administration is a plus.
  • Ability to effectively communicate, both verbally and in writing.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Q clearance:

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
