Overview:


The Oak Ridge National Laboratory (ORNL) seeks a Project Controls Specialist to support Project Control efforts for the US ITER Project.

US ITER is a ten year, ~$6.5 Billion, Department of Energy multi-laboratory project that executes the United States (US) contributions to ITER. The US is a non-host partner in the seven-member international collaboration to design and construct, in France, a fusion device aimed at establishing the scientific and technological feasibility of fusion energy. Major Duties/Responsibilities:

.

  • Function as the project's Risk Management Specialist (approximately 50%), in conjunction with the project technical and project management staff, to:
    • Develop and implement risk management plans, risk registers, and processes for the US ITER project
    • Facilitate risk management workshops and produce reports and recommendations to assist in the mitigation of the identified risks.
    • Perform qualitative risk analysis to identify, prioritize, manage, and mitigate project risks and track their resolution
    • Perform quantitative risk analysis to estimate the impact of risks on project cost and schedule using Monte Carlo simulation and other techniques
    • Coach project teams on the fundamentals of project risk management and guide projects in the application of appropriate risk practices.
    • Support the development of standard risk management procedures, tools, reporting, and training.
  • Function as a Project Controls Analyst (approximately 50%), in conjunction with the project's Control Account Managers (CAMs), to:
    • Develop and maintain assigned work breakdown structure (WBS) and dictionary, resource loaded schedules, cost estimates
  • Provide day-to-day support to the project with schedule and cost maintenance and status, forecasting and conducting what-if analysisGenerate monthly reports on project status and performance
  • Support the CAMs and project management staff in preparing for various project reviews, including internal and external project status reviews.

Basic Qualifications:

  • A BS or BA degree in project or construction management, business, engineering or related field.
  • A minimum of 5 years of experience successfully performing project controls duties as noted above.
  • Experience with project controls best practices regarding scope, time, cost, change and risk management; and a complete understanding of EIA-748 compliant EVM.
  • Experience with Primavera P6 or comparable scheduling software
  • Experience with Deltek Acumen Risk or similar quantitative risk analysis tools

Preferred Qualifications:

  • Project Management Professional (PMP), Risk Management Professional (PMI_RMP), or other similar certification.
  • A MS degree in project or construction management, business, engineering or equivalent.
  • Experience successfully performing project controls duties as noted above for research-based project(s) within the DOE Office of Science within a national laboratory environment.
  • Project experience working within an EVMS environment compliant with EIA-748.
  • Experience with fusion energy projects.
  • Proficient in understanding how projects are developed and executed within the various stages of the project lifecycle.
  • Familiarity with industry guidance in risk management (for example, AACE RPs on risk and PMI's risk management knowledge area) and understand how to apply risk management processes to capital projects.
  • Experience with preparing for and participating in Independent Project Reviews (IPRs) and EVMS surveillance reviews.
  • Very strong communications skills, with the ability to successfully interact with DOE, project reviewers, senior laboratory management and senior project staff members.
  • Ability to maintain a consistent work schedule during core hours to meet the needs of staff.
  • Ability to influence all levels of organization effectively.
