Who we are and what we do:

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

Job Overview:

The Health Care Data Engineer's responsibilities will include extracting, validating, analyzing, and reporting by utilizing complex queries in SQL, SAS, Tableau, PowerBI, and other tools to develop reports and conduct stakeholder analyses.

This position will support an analytics-driven vision for maximizing TennCare's data holdings, providing technical solutions to solve high-priority challenges that identify patterns and trends, and presenting and explaining findings to lay and expert stakeholders. The Engineer will support existing legacy ETL processes and be involved in the agency's re-platforming initiative to ingest and organize multiple source systems and centralize them in the enterprise data warehouse. This position helps evaluate the quality testing of the technical work of contractors in developing new data warehouses and data marts. The incumbent will work with analysts and other stakeholders to create and update data products and provide technical support to the agency's data governance and quality initiatives.

The Health Care Data Engineer will support stakeholders by helping address and solve high-priority challenges and explaining findings to stakeholders. The Health Care Data Engineer will also work with HCI leadership to mainstream advanced analytic tools and techniques through mentorship and training across our team of analysts.

Key Responsibilities:

  1. Design, optimize, test, implement, and monitor scalable data pipelines and data warehousing solutions, including technical oversight and testing of contractors' work.
  2. Comprehensively documents data pipelines, processes, and procedures. Facilitates knowledge sharing within the team and across the organization.
  3. Enhance and modernize existing legacy algorithms to improve efficiency and accuracy. Store the results effectively and update relevant data tables.
  4. Work with analysts, business users, and contractors to identify, diagnose, and fix data quality problems, improve ETL processes, and support data governance infrastructure.
  5. Stay current with industry trends, identify opportunities for incorporating new data sources supporting the agency's mission, stay abreast of new technology and industry best practices for data engineering, and recommend innovative solutions to enhance the efficiency and effectiveness of our data engineering and analytic efforts.
  6. Implement complex data transformations and create new tables to store results to create or enhance new tools for analytic use, such as tables to identify members with chronic health conditions or measure members' health status.
  7. Maintain and automate standard queries, creating data extracts for agency staff, partners, and external users.
  8. Adhere to internal rules, best practices, and external data privacy and security regulations.

Minimum Qualifications:

Bachelor's degree in data science, computer science, analytics, biostatistics/statistics, epidemiology, or health services research with a minimum of five years of work experience as a data engineer or in a closely related role OR a master's degree in the same fields with a minimum of two years of work experience in data engineering.

  1. Experience across the entire data lifecycle, from data discovery to collection, management, and analysis.
  2. Extensive experience developing and maintaining ETL processes, especially processes empowering research and analytics, including a) advanced PL/SQL knowledge supporting legacy Oracle-based ETL processes; b) T-SQL; c) ETL processes within a Snowflake-powered Enterprise Data Warehouse (EDW); and d) Proficiency in Python (Pandas) or other scripting languages for data manipulation during ETL.
  3. Experience testing ETL and warehousing processes created by others, providing oversight according to industry best practices and agency data standards
  4. Experience developing, testing, and updating custom data tools and tables, especially those specific to healthcare management.
  5. Understand and have practical experience with data management and security best practices, including master data management tools.
  6. Experience contributing data pipelines as part of multidisciplinary teams performing process automation, machine learning, and artificial intelligence to solve real-world business challenges.
  7. Prior work with healthcare or health insurance data, including standard healthcare code sets (e.g., CPT/HCPCS, MS-DRGs, APR-DRGs, ICD-10 (CM/PCS), NDC), healthcare delivery and financial system rules and regulations, and risk adjustment and clinical grouper software and algorithms.
